Thanks to its vision and collaboration between institutions, businesses, and non-profit organizations, the city has been awarded the title of European Capital of Innovation and Smart Tourism for the 2024-2025 biennium.

The goal
The Green To Share project was launched by the City of Turin with the goal of transforming urban mobility for municipal employees by introducing a sustainable, shared, and technology-driven transportation system. At the heart of this initiative is Green To Share, an innovative app developed by Targa Telematics, which allows employees to seamlessly book, access, and use vehicles shared by the municipal administration. This project is part of the Torino 2030 plan, which aims to make Turin a more sustainable and resilient city, with a focus on green mobility, circular economy, and environmental quality.
The solution
The Green To Share initiative, coordinated by the General Services Division of the Municipality of Turin, introduced a new, digitalized car-sharing system designed to optimize fleet management for municipal employees.
The project introduces three key solutions:
- Fleet electrification – replacing conventional internal combustion vehicles with 87 fully electric vehicles, accounting for 35% of the total fleet composed of 255 vehicles.
- Shared mobility services – implementing a car sharing and carpooling system, managed through an advanced telematics platform.
- Charging infrastructure – developing a network of 18 charging areas strategically located in the parking lots of municipal offices to support the transition to electric mobility.
The solution is built on Targa Telematics’ advanced platform, leveraging keyless technology, business intelligence tools, and 24/7 help desk support. The system is fully integrated with the municipality’s ERP, enabling centralized fleet administration and data-driven decision-making.
Key features are:
- A dedicated mobile app allows employees to book, collect, and return vehicles with ease.
- The keyless access system enables employees to unlock and use vehicles via their smartphones or personal employee badges.
- The telematic platform ensures real-time fleet monitoring, optimizing vehicle allocation and usage.
- 18 charging areas have been installed across municipal offices to support electric vehicle charging.
- Measurement and tracking of refueling activities and costs incurred to facilitate economic analysis on the expansion of the EV fleet vs. conventional vehicles.
- The system includes fleet management administration tools, providing real-time insights and operational analytics.
Benefits
With the introduction of the Green To Share solution, a CO₂ reduction of 40,000 kilograms is expected, equivalent to the planting of approximately 1,600 trees. Additionally, the initiative is projected to achieve a 63% reduction in fuel costs and a 30% decrease in maintenance expenses.
